When staying in a static position for a length of time while on a bike your balance may begin to fail, hoping the bike in place allows you to move with the momentum of the bike and then land in balance.
Hopping in place is also a stepping to stone to learning some basic tricks. Once you can safely hop in place you can apply the same principles to climbing stairs with your bike. To climb a set of stairs simply raise the front wheel on to the step which you want to end up on. Once you are in position, press down on to the back wheel to build tension in the tyre, then lift explosively and lean to the front wheel. Using your body you will be able to land the wheel onto the step. To climb the full set simply repeat this motion.
